Your organization must be verified to use the model — OpenAI gpt-image API 403 fix

HTTP 403 Do not retry as-is

The exact error

Your organization must be verified to use the model `gpt-image-1`. Please go to: https://platform.openai.com/settings/organization/general and click on Verify Organization. If you just verified, it can take up to 15 minutes for access to propagate.

What it means

OpenAI gates its GPT Image models behind API Organization Verification. The image generation guide says you may need to complete the API Organization Verification from your developer console before using GPT Image models. This 403 means the organization the request is attributed to has not passed that check, or the API does not yet see it as passed.

The message is about the organization, not the key or the user. It names the model you called (the forum reports cited here show gpt-image-1), points to the organization’s general settings page, and states that access can take up to 15 minutes to propagate after verifying.

How to confirm it’s this

  • The response is HTTP 403 and the message names a model.
  • Open the organization settings page linked in the message and check whether it shows the organization as verified.
  • In the OpenAI community forum, a forum member advises making sure the correct organization is selected at the top left of the platform site, since a user can belong to several.
  • The same reply suggests generating an image in the platform Playground, which runs independently of your API keys. If the Playground works but your code does not, look at which credentials your code actually sends.
  • Check for stale organization or project values in your environment. The forum reply prints the API key, organization and project the Python client resolved, to catch old values overriding the new ones.

Fix

Not verified yet. Complete verification from the organization settings page. Then wait: the message itself says propagation can take up to 15 minutes.

Already verified, still 403. Users report this in the OpenAI community forum. In one thread (October 2025) the organization had been verified for months with active billing, the model even appeared in the /v1/models response, yet every call returned this 403; new API keys and waiting past 15 minutes did not help. In another (December 2025) a user who had completed ID verification kept getting the error from an automation tool, and a second user reported the reverse pattern: older keys could generate images while newly created keys failed.

Community-suggested steps, not official guidance:

  1. Confirm the verified organization is the one selected.
  2. Create a new project as a container for keys, without model or endpoint restrictions or limits, and select it.
  3. Create a new API key inside that project.
  4. Make sure the application actually uses the new key and that no conflicting organization or project value is set.

Neither thread records a resolution. The forum reply frames these as self-help before OpenAI would have to repair the organization, which you request through the help messages on the platform site.

Retry or not

No. This is account state, not a transient fault: the same key against the same organization returns the same 403 until verification is complete and visible to the API.

The one exception is the propagation window stated in the message. If a human has just verified, a single delayed retry after the stated 15 minutes is reasonable. An agent should not poll; it should stop, report the model name and organization, and hand off to a person, because verification is done in the console and cannot be completed from code.

When it’s not this

  • 403 “Country, region, or territory not supported” is listed separately in OpenAI’s error codes guide: the request comes from an unsupported location. That is not fixed by verification.
  • 401 errors (invalid authentication, incorrect API key, not a member of an organization) are key or membership problems, per the same guide.
  • A 429 right after verifying. In an April 2025 forum thread, users with verified organizations still got 429s on gpt-image-1; an OpenAI staff reply said the model required usage tier 1 or above and that the accounts checked were not on eligible tiers. The gpt-image-2 model page lists the free tier as “Not supported”. See the images-per-minute page below.
  • A billing error is a payment or spend-limit problem, not an access gate; see the billing page below.
